Ho Chi Minh City adjusts planning for over 50 hectares in Thu Thiem to create an administrative center

The Ho Chi Minh City People's Committee has just approved a partial adjustment to the planning of zone 1 in the Thu Thiem New Urban Area, covering an area of ​​over 50 hectares, to implement the Political-Administrative Center.

According to the decision, the adjusted area covers approximately 50.41 hectares, divided into two parts. Area 1 is over 36 hectares and Area 2 is approximately 14.4 hectares. The adjustment aims to concretize the general planning of Thu Duc City until 2040, concerning the placement of key projects in the Thu Thiem New Urban Area.

The land designated for the new Political-Administrative Center is situated between major traffic arteries including Mai Chi Tho, Nguyen Co Thach, and To Huu streets. According to the plan, this area will be developed into facilities such as the Ho Chi Minh City Political-Administrative Center, the Children's Palace, and a theater/performance and conference center.

The city envisions this area as a new political and administrative center, while also developing financial, commercial, service, and cultural functions. The urban space is organized according to a mixed-use model, integrated with the ecological landscape along the Saigon River, playing a connecting role between Thu Duc City and the existing city center.

The planning adjustments are considered consistent with the resolutions of the National Assembly and the Ho Chi Minh City Party Committee, meeting the city's development requirements after the reorganization of administrative boundaries.

The Ho Chi Minh City People's Committee has assigned the Center for Architectural Research (under the Department of Planning and Architecture) and its consulting unit the responsibility for the documentation, data, and legal validity of the revised content. This agency is also tasked with appraising and guiding the implementation in accordance with the approved decision.

An Khánh Ward is required to publicly announce the adjusted planning content, and at the same time develop an implementation plan, detailed planning, urban design, and architectural management regulations in accordance with the approved plan.

Previously, Ho Chi Minh City also made localized adjustments to the general planning of Thu Duc City in this area to implement the Political-Administrative Center and Central City Square project. The scope of the adjustment includes 4 zones within sub-zone number 1 with a total area of ​​approximately 128.5 hectares, aiming to concretize priority projects and policies to attract strategic investors in accordance with the National Assembly's resolution.

According to the proposal, the Ho Chi Minh City Political-Administrative Center will be approximately 26 stories high, comprising a 6-story podium and a 20-story tower, accommodating the working needs of around 6,000 officials and civil servants. The project is expected to commence in the second quarter of this year.

The Thu Thiem New Urban Area was approved by the Prime Minister in 1996 with a scale of 930 hectares (including 770 hectares for the new urban area and 160 hectares for resettlement), located on the east bank of the Saigon River opposite District 1. The urban area is estimated to have a population of approximately 200,000 people, with 45,000 people being resettled.
